A non-PTA phone is one that has not been registered in Pakistan's device database, DIRBS. "Non-PTA" is a status, not a fault. The network simply treats the phone as a visitor's handset. It works fine. Your options depend on how long you plan to use it here, whether you need a local number, and how much the phone is worth to you.
Below are the five real choices, roughly in order from cheapest to most expensive, plus a short table at the end to help you pick.
First, check the phone's current status
Before you decide anything, find out where the phone stands. Dial *#06# to see the IMEI, then check it one of these ways:
- Send the 15-digit IMEI in an SMS to 8484.
- Dial *8484# and follow the menu.
- Open the DIRBS Device Registration System and search there.
You will get one of a few answers: compliant or registered (nothing to do), valid until a date (it is on a temporary registration), or non-compliant or blocked (a local SIM will not work on the mobile network). Option 1 — Use the 60-day grace period, then stop
Every non-PTA phone gets a free run of about 60 days on Pakistani SIMs. The clock starts the first time the phone connects to a local network, not when you land and not when you buy the SIM. During that window, calls, SMS and mobile data all work normally.
On roughly day 61 the network stops accepting the IMEI. The phone still switches on, still holds your photos, still works on Wi-Fi. It just will not take a Pakistani SIM on the cellular network any more. And no, you cannot reset the timer. It is tied to the phone's IMEI, so a new SIM, a factory reset, or a trip across the border and back changes nothing.
Who this suits: a short visit. If you are in Pakistan for a few weeks and then leaving, the grace period may be all you need, and you never have to touch a portal or pay anything.
Option 2 — Free temporary registration (overseas Pakistanis and visitors)
If your stay runs longer than the grace period but you are still not settling here, PTA lets you register a personal device temporarily, for free, for up to 120 days per visit. It is fully online through the Device Registration System, you register against your passport or NICOP, and you can use the facility again on your next trip.
This is the cleanest option for someone who visits Pakistan regularly, wants a proper local SIM with a number during the stay, and does not want to pay import tax on a phone they only use here for a few months a year.
Option 3 — Register permanently and pay the tax
If Pakistan is home and you plan to keep using this exact phone, registering it is worth doing. You register through DIRBS against your CNIC and pay the applicable tax. PTA currently allows CNIC holders to register a limited number of personal devices per calendar year, so it is not unlimited, but for one main phone it is rarely an issue.
The bill is not one number. It is the total of customs duty, a regulatory duty, 18 percent sales tax, a fixed mobile levy, and income tax that is higher if you are not on the Active Taxpayers' List. Figures reviewed by the National Assembly Standing Committee on Finance in June 2026 put the effective rate at roughly 25 percent for the cheapest phones and about 41 percent for anything above USD 500, with an average near 40 percent across all bands.
The government trimmed part of this duty during 2026 and further cuts for phones under USD 200 were still being debated as this was written, so treat any figure you see as provisional. Once payment clears, registration usually completes within one to three days and the phone is unblocked for good.
Option 4 — Keep it on Wi-Fi and add a data eSIM for everything else
For most people who land on this page, this is the simplest way to get a non-PTA phone fully usable without a portal, a tax bill, or a deadline. A non-PTA phone works on Wi-Fi forever. The only gap is mobile data when you are away from Wi-Fi, and a travel-style eSIM fills exactly that gap.

Option 5 — Sell, swap, or gift the phone abroad
Sometimes the maths just does not work. The tax on a high-end phone can come to more than you would happily spend. If you also do not travel enough to live with a Wi-Fi-and-eSIM setup, the sensible move is to sell the phone outside Pakistan, swap it with family abroad, or trade it toward a PTA-approved model bought locally.
Non-PTA phones do hold resale value in markets where registration is not a factor. Work out the tax figure first, compare it with what the phone would fetch, and decide from there.

Frequently Asked Questions
Does a factory reset or a new SIM restart the 60-day timer?
No. The clock is tied to the phone's IMEI, which is fixed hardware. Swapping SIM cards, resetting the phone, or flying out and back in does not restart it. Once the phone first connects to a Pakistani network the countdown runs on that device until you register it or stop using local SIMs in it.
Can I still use WhatsApp and Wi-Fi after the phone is blocked?
Yes. A PTA block only stops the phone from working with Pakistani SIM cards on the mobile network. Wi-Fi, WhatsApp, Wi-Fi calling and every app still work whenever the phone is on Wi-Fi. The phone is not bricked.
Is a travel eSIM a permanent fix for a non-PTA phone?
For mobile data, yes, as long as you keep an active plan on it. A roaming eSIM connects through an international partner network rather than a registered Pakistani SIM, so PTA registration is not involved. What it does not give you is a Pakistani 03xx number, so keep a registered SIM somewhere if a service texts codes to a local line.
How much is PTA tax on an iPhone or a flagship Android?
Phones assessed above USD 500 are taxed at roughly 41 percent of their assessed value, according to figures reviewed by the National Assembly Standing Committee on Finance in June 2026. Mid-range phones sit between about 36 and 40 percent. Check the official PTA DIRBS or FBR calculator for your exact model before you pay, because the slabs change.
Can I register a phone that is already blocked?
Yes. A block is not permanent. Once you complete registration through the DIRBS portal and pay the applicable tax, the IMEI is cleared and the phone works with Pakistani SIMs again, usually within one to three days of payment.
I am an overseas Pakistani visiting for a few weeks. Do I need to do anything?
You have two easy routes. Rely on the roughly 60-day grace period if the trip is short, or use PTA's free temporary registration, which covers a personal device for up to 120 days per visit. Many visitors also just install a data eSIM and keep their home SIM for calls.
Does the 120-day temporary registration cost anything?

Can I use a non-PTA phone on Wi-Fi only, indefinitely?
Yes. If you never put a Pakistani SIM in the phone, nothing happens and there is no time limit. Plenty of people keep an imported phone as a Wi-Fi device and carry a cheap registered phone for calls.
Will a Simless eSIM work on any non-PTA phone?
